Please kindly check the "electricity circuit breaker" box.

Where is the "electricity circuit breaker" box?

It is above your apartment door.

For flats: bb#1 (ground floor), bb#2 (first floor) and bb#3 (second floor)

It is inside your kitchen cupboards. Top right corner cupboard. You need to look up to see it above the shelf

For flat: bb#4 (Top floor, roof apartment)

Is one of the switches inside the "electricity circuit breaker" box down?

Yes

Please turn the switch up like the rest of the switches

Now you should have electricity in your apartment

Then it means the apartment's main switch is down
-
This switch is not in your apartment

This switch in on the ground floor, next to the building's street door

You need to leave your apartment and go to building's main "electricity circuit breaker" box

Once you are in front of it, please turn the black handle 90 degrees to open it

Inside the main "electricity circuit braker", there will be each apartments own respective main switch.

Please turn back up any switch that you see is currently down

Now you should have electricity in your apartment
